Adds a new definition of "cigar lounge" as an indoor area open to the public designated specifically for smoking tobacco products purchased on or off premises.

Allows cigar lounges to permit smoking if they generate at least 50% of revenue from cigar sales and have separate ventilation systems that do not recirculate or backstream smoke into public areas.

Requires cigar lounges to use odor-barrier materials and stain-resistant treatments on furniture and interior walls.

Prohibits anyone under age 21 from entering cigar lounges and mandates warning signs at all entrances stating the age restriction.

Requires that when cigar lounges share indoor space with other businesses, the lounge must be fully enclosed with solid walls, ceiling, and door, with a separately exhausted ventilation system to prevent smoke from entering nonsmoking areas.
