Creates a three-class classification system for electric bicycles: Class 1 (pedal-assist up to 20 mph), Class 2 (throttle-powered up to 20 mph), and Class 3 (pedal-assist up to 28 mph), all with motors under 750 watts

Exempts electric bicycles from motor vehicle requirements including registration, title, license plates, driver's licenses, and insurance

Requires manufacturers to permanently affix labels showing classification, top assisted speed, and motor wattage on all electric bicycles sold after January 1, 2021

Restricts Class 3 electric bicycle operation to riders 16 and older, requires helmets for all Class 3 operators and passengers, and mandates speedometers on Class 3 bikes

Allows electric bicycles on streets, bike lanes, and multi-use paths, but permits local authorities to restrict Class 3 bikes and, after public hearing, Class 1 and 2 bikes for safety reasons

Adds electric bicycle operators and passengers to the definition of "vulnerable users" protected under traffic laws
