Changes the age requirement for street rods from "prior to 1970" to "more than 25 years prior to the current year" to align with antique motor vehicle definitions.

Removes the requirement that street rods have fenders covering the entire tread width of tires, replacing it with a partial coverage requirement of 15 degrees in front to 75 degrees to the rear of the vertical centerline at each wheel.

Eliminates the requirement for National Street Rod Association safety inspection stickers on street rod registration plates.

Adds a provision stating that no equipment shall be required on a street rod if such equipment was not a condition of sale when the vehicle was originally manufactured, unless specifically required by statute.

Maintains existing provisions for street rod registration, special plates displaying "STREET ROD" with yellow letters on blue background, and use restrictions limited to club activities, exhibits, tours, and parades.
