Prohibits dealers with suspended, revoked, or renewal-refused licenses from employment at Delaware dealerships in manager, salesperson, authorized signer, or customer-facing positions.

Establishes prohibition periods: 5 years for revocation, length of suspension for suspensions, and 12 months for renewal refusals or if dealer declines to request a hearing.

Extends prohibited employment periods by one day for each day beyond 10 days that a dealer fails to return required Division documentation, with indefinite extension if documentation is not returned within 6 months.

Applies restrictions to individual licensees, all partners on partnership applications, and corporate signatories on dealership applications.

Increases prohibited employment periods by 6 months for every month a dealer violates employment restrictions, with right to hearing to dispute violations.
