Eliminates the minimum size requirement for Complete Community Enterprise Districts, keeping only the maximum of 9 square miles.

Requires districts to contain more than 1 parcel with at least 1 parcel located within ½ mile of an existing or planned bus or rail stop/station.

Prohibits districts from being shaped as linear corridors and requires compact shapes that maximize use of transit, walking, and bicycling.

Requires master development plans for districts to include enhanced mass transit routes and maximize walking and bicycling by residents and employees.

Removes the "isoperimetric quotient" definition and replaces it with specific zoning requirements that each parcel must be zoned to maximize transit, walking, and bicycling use.
