Classifies pesticides containing neonicotinoids as restricted use pesticides, requiring use only by certified applicators or individuals under direct supervision of a certified applicator.

Defines neonicotinoids as pesticides containing clothianidin, imidacloprid, thiamethoxam, dinotefuran, acetamiprid, thiacloprid, nithiazine, nitenpyram, or other neonicotinoids as determined by the Department.

Prohibits the outdoor use of neonicotinoids on any public land owned or maintained by the State.

Aligns Delaware's restricted use pesticide classifications with current and future EPA classifications, except as specifically modified by this act.
