Expands enforcement authority to all law-enforcement officers for existing trash container labeling requirements on highways, rather than limiting enforcement to specific agencies.

Requires trash containers of 2 cubic yards or greater placed on highways to display a red and white reflective conspicuity tape strip (at least 4 inches wide) wrapped around the container's midpoint.

Requires containers to clearly display the owner's name and phone number in letters and numbers at least 3 inches high.

Establishes civil penalties of $50 to $500 for violations of container labeling requirements, enforceable in Justice of the Peace Court.

Defines "highway" to include the entire width between boundary lines of any public way open to vehicular travel, including parking spaces, berms, and shoulders, but excludes private roads and driveways.
