Limits a Governor-declared state of emergency to a maximum of 30 days without approval from the Delaware General Assembly.

Requires the General Assembly to adopt an act continuing a state of emergency beyond 30 days and to specify the termination date in that act.

Allows the Governor to unilaterally renew a state of emergency for additional 30-day periods only if the Speaker of the House and President Pro Tempore of the Senate jointly agree the General Assembly cannot reasonably meet.

Requires the Governor to issue orders indicating the nature of the emergency, affected geographical areas, and conditions necessitating the emergency declaration.

Specifies that emergency orders must describe reasons for termination and be disseminated to the public and logged with the Delaware Emergency Management Agency.
