Removes the restriction that prevented Sussex County government from amending its annual operating budget to exceed the total appropriation amount established when the original budget was adopted

Allows Sussex County Council to increase aggregate authorized expenditures through budget amendments without being capped at the original budget total

Maintains the requirement that budget amendments must follow the same procedures as the original budget adoption process

Aligns Sussex County's budget amendment authority with Kent and New Castle counties, which do not have this spending cap restriction on budget amendments
