Removes the broad exemption in the Freedom of Information Act for the University of Delaware and Delaware State University, making their Board of Trustees meetings, financial records related to public fund expenditures, and competitive bidding documents subject to public disclosure requirements.

Creates specific exemptions for confidential letters and statements of recommendation related to admissions, employment applications, and honors at educational institutions.

Exempts proprietary research information produced by faculty or staff at public institutions of higher education from disclosure, unless already publicly released, published, copyrighted, or patented, but excludes institutional financial and administrative records from this exemption.

Exempts personal fundraising strategies and confidential donor information (wealth assessments, financial planning details, health information, contact information, and social security numbers) from disclosure, while requiring disclosure of donor identity, donation amount, date, purpose, terms, and grant/contract sponsors and conditions.

Requires a two-thirds majority vote for passage due to Delaware Constitutional requirements for amending charters of educational corporations sustained by the State.
