Prohibits pharmacy benefits managers (PBMs) from engaging in spread pricing, where PBMs charge health plans a different price for prescription drugs than what they pay pharmacies

Requires PBMs to reimburse pharmacies at least the same amount they reimburse themselves or affiliated pharmacies for the same goods and services, and prohibits reimbursement below the national average drug acquisition cost

Allows pharmacists to decline dispensing prescriptions if PBM reimbursement is less than the pharmacy's acquisition cost, provided they inform the patient and offer a list of alternative pharmacies

Mandates quarterly reporting by PBMs to the Insurance Commissioner on revenue sources, rebates distributed to insurers, rebates passed to consumers at point of sale, and itemized payments for pharmacy goods and services

Requires PBMs to maintain reasonably adequate pharmacy networks for convenient patient access, with mail-order pharmacies excluded from network adequacy calculations
