Allows bid and proposal openings to be recorded and published without in-person attendance, provided receipts are certified by the State and timely announced on Bids.Delaware.Gov.

Authorizes electronic execution of documents required in the procurement process.

Expires on March 31, 2021, continuing COVID-19 related procurement flexibilities from the Governor's March 24, 2020 State of Emergency declaration.
