Creates a new crime of "Aggravated Strangulation" applicable only to law-enforcement officers who knowingly or intentionally use a chokehold while acting in their official capacity.

Defines "chokehold" as any technique intended to restrict airway, prevent/restrict breathing, or constrict blood flow by applying pressure to the carotid artery, jugular vein, or side of the neck.

Restricts justifiable use of chokeholds to situations where the officer reasonably believes deadly force is necessary to protect the life of a civilian or law-enforcement officer.

Establishes Aggravated Strangulation as a Class D felony, elevated to a Class C felony if the officer causes serious physical injury or death.

Clarifies that charging a person under this section does not preclude the state from bringing additional criminal charges against that person.
