Requires all medical certifications of death to be electronically prepared, certified, and signed by designated health providers including attending physicians, medical examiners, registered nurses, advanced practice registered nurses, and medical control physicians.

Mandates that all death certificates be electronically filed with the Delaware Vital Events Registration System (DelVERS) instead of paper filing.

Applies these electronic requirements to death certificates filed under all circumstances including cases without official death investigation, with official death investigation, and cases with pending causes of death.

Sunsets on March 30, 2021, unless extended by subsequent legislative action, with provisions taking effect at different dates for temporary and permanent implementation.

Enacted in response to COVID-19 public health emergency to enable safe completion and filing of death certificates while maintaining social distancing requirements.
