Amends § 112 of Title 22 to expand the scope of fee collection proceedings to include liens under Chapter 29 of Title 25, in addition to real estate assessment taxes and water/sewer service charges.

Authorizes municipalities to establish additional fees and costs through ordinance for collection proceedings, including attorneys' fees, for real estate assessment taxes, water/sewer charges, or Chapter 29 Title 25 liens.

Amends § 2901 of Title 25 to classify unpaid liens as tax liens on real property that may be collected using the same procedures as other tax liens, including writs of monition.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards, including grammatical and formatting adjustments throughout the affected sections.
