Establishes early voting for primary elections, general elections, and special elections to fill statewide or General Assembly vacancies, allowing qualified registered voters to vote in-person for at least 10 days before an election through the Saturday and Sunday immediately before election day

Requires the State Election Commissioner to designate and publish early voting locations at least 30 days before an election, with locations meeting accessibility requirements and including at least 1 location per county plus an additional location in Wilmington for statewide office elections

Mandates early voting locations operate for at least 8 hours daily, close no earlier than 7 p.m., and open by 7 a.m. on at least 5 of the early voting days

Directs the State Election Commissioner to determine whether early voting uses voting machines or paper ballots, with all early voting ballots tabulated at the same time as absentee ballots

Requires the Department of Elections to establish procedures for daily polling record updates to ensure election integrity and applies all existing election procedures to early voting

Takes effect January 1, 2022
