Authorizes replacement licenses for lost, destroyed, or mutilated licenses across multiple professional licensing chapters in Delaware Title 24, with fees to be established by relevant boards or divisions.

Removes or clarifies requirements for physical display of licenses in business locations for architects (§312), dentists (§1126), and other licensed professionals, modernizing licensure display standards.

Adds explicit statutory authority for replacement license issuance procedures in chapters covering engineers, surveyors, real estate brokers, funeral directors, and various other licensed professions.

Updates penalty provisions and display requirements for adult entertainment establishments (§1611) and establishes guidelines for funeral establishment permits (§3117) to be conspicuously displayed.

Standardizes language across professional licensing chapters regarding license replacement procedures, fees, and board rule authority to create consistency in Delaware's occupational regulation framework.
