Requires sentences for 25 specified violent crimes to run consecutively rather than concurrently with other sentences, including murder, rape, assault, kidnapping, burglary, robbery, and carjacking.

Removes manslaughter, kidnapping in the second degree, arson in the first degree, burglary in the second and first degree, home invasion, robbery in the first degree, and carjacking in the first degree from the list of crimes requiring consecutive sentences (struck through in amendment).

Mandates that sentences for manslaughter with multiple victims must run consecutively to one another.

Establishes minimum sentences for possession of a firearm during commission of a felony: 3 years at Level V for first offense, and 5 years at Level V for those with two prior felony convictions.

Requires firearm possession sentences to run consecutively with other sentences, ineligible for suspension, good time, parole, or probation; applies to individuals over 16 who used, displayed, or discharged the firearm during a violent felony.
