Appropriates $39,117,700 in General Funds to the Office of Management and Budget for one-time funded projects in fiscal year 2020.

Allocates $30,000,000 to an Opportunity Fund providing $10,000,000 per year over three years to support English Learner and low-income students in districts and charter schools.

Directs districts and charter schools to submit expenditure plans by July 10, 2019, with flexibility to use funds for personnel, contractual services, supplies, and evidence-based initiatives such as reading specialists, math specialists, counselors, and trauma-informed practices.

Requires the Department of Education to hire an outside consultant to evaluate fund effectiveness and report results to the Office of Management and Budget and Controller General's Office by November 15th of the following year.

Funds remaining unexpended on June 30, 2020, shall revert to the General Fund; remaining allocations include legal fees ($1,478,400), security equipment, voting machines, 2020 Presidential Primary costs, and various technology and infrastructure upgrades.
