Amends § 1456 to change the statute from "Unlawfully permitting a minor access to a firearm" to "Unsafe storage of a firearm"

Expands the offense to apply to any "unauthorized person" (defined as a child or person prohibited by state or federal law from owning or possessing a firearm), not just minors

Establishes unsafe storage occurs when a loaded firearm is stored or left within reach or easy access of an unauthorized person without being locked in a container, disabled with a trigger lock, or stored in a location a reasonable person would consider secure

Creates a class B misdemeanor for unsafe storage absent aggravating factors, and a class A misdemeanor if the unauthorized person commits or attempts to commit a crime with the firearm, uses it to cause serious injury or death, or transfers it to another unauthorized person

Removes the requirement that serious physical injury or death actually occur as an element of the offense; instead, the offense applies to the unsafe storage itself if storage conditions are not met
