Establishes annual state aircraft fees for aircraft registered in Delaware, due March 1 each year, with fees varying by aircraft type: single engine ($25), multi-engine/turboprop ($50), jet ($250), helicopter ($50), and FAA registered ultralight ($10).

Exempts from fees aircraft based at airports in Delaware (as determined by www.basedaircraft.com), hot air balloons, public aircraft, unmanned aircraft systems under 55 pounds, and unpowered gliders.

Directs the Department to deposit all collected aircraft fees into the Transportation Trust Fund to support the Department's aviation responsibilities.

Requires the Department to file an annual report with the Controller General by September 1 detailing revenue collected and expenditures related to aviation responsibilities.

Takes effect January 1, 2020.
