Requires all insurers authorized to do business in Delaware to submit claim data (claimant name, address, date of birth, and social security number) at least monthly to a data collection organization that coordinates with the Division of Child Support Services

Enables the Division of Child Support Services to match insurance claimants from negligence, personal injury, and workers' compensation cases against individuals who owe child support arrears or retroactive support, allowing liens to be placed on insurance settlements

Makes insurers liable to the Director of Child Support Services for unpaid child support amounts if they fail to report required claim data and a lien could have been issued

Protects insurers, paying agents, and data collection organizations from liability for disclosing information, encumbering assets, or taking good faith actions to comply with the law

Allows written notice of child support liens to be sent electronically or by first class mail instead of requiring certified or registered mail, and takes effect 90 days after enactment
