Modifies pension benefits for correction officers and specified peace officers by increasing multipliers from 2.45% to a tiered structure: 2.5% for up to 20 years of service and 3.5% for service above 20 years, effective July 1, 2019.

Increases employee contribution rates for correction officers and specified peace officers from 5% to a uniform 7% of annual compensation in excess of $6,000.

Defines "specified peace officers" to include probation and parole officers, Capitol Police, DNR police, University of Delaware Police, State Fire Marshal officers, alcohol and tobacco enforcement agents, court constables, and juvenile offender unit officers.

Applies new pension multiplier structure to both correction officers and all categories of specified peace officers under the State Employees' Pension Plan.
