Affirms Delaware's commitment to supporting crime victims and survivors through accessible, culturally- and linguistically-appropriate services regardless of their background or status.

References Delaware's Victims' Bill of Rights codified in Chapter 94 of Title 11 as the legal framework for victim protections.

Acknowledges the victims' rights movement spanning 4 decades and calls for continued advancement of justice and support for crime victims, particularly those challenging to reach.

Encourages community involvement including healthcare providers, faith organizations, educators, and businesses in connecting victims and survivors to services that improve safety, healing, and access to justice.
