Recognizes August 18, 2020 as the 100th anniversary of the 19th Amendment, which granted American women the right to vote.

Directs the Delaware Heritage Commission to organize meaningful events and exhibits to honor the centennial and establish a subcommittee to plan a commemorative parade.

Establishes the Women's Suffrage Centennial Subcommittee under the Delaware Heritage Commission, composed of three members appointed by the Speaker of the House, three by the Senate President Pro Tempore, three by the Governor representing racial and cultural groups, and at least three Delaware Heritage Commission members.

Empowers the Subcommittee's Chair and Co-Chair to appoint additional subcommittees and members as needed for planning and implementing the centennial commemoration.

Directs the Director of the Office of Management and Budget to provide adequate funding to the Women's Suffrage Centennial Subcommittee for commemorative activities.
