Establishes an Interagency Pharmaceuticals Purchasing Study Group to research and evaluate opportunities to leverage bulk purchasing of pharmaceuticals to negotiate lower prices through inter-agency contracts and multi-state consortia.

Study Group comprises 14 members including state representatives and senators (serving as co-chairs), Controller General, Secretary of Health & Social Services, Director of OMB, Commissioner of Correction, and heads of other relevant state agencies.

Requires the Study Group to make recommendations on combining purchases, whether to contract with multi-state consortiums, and what legislative changes are necessary to implement recommendations.

Mandates the Study Group hold its first meeting by August 1, 2019 and submit a final report with findings and recommendations to the General Assembly and Governor by December 31, 2019.

Authorizes the General Assembly to provide support staff, including a legislative attorney, and materials necessary for the Study Group to carry out its mission.
