Designates May 8, 2019, as "Early Childhood Advocacy Day" in Delaware to highlight the importance of quality early learning for children, families, employers, and the state's economy.

Recognizes that Delaware has 80,000 young children from birth to age 8, with the majority of brain growth occurring before age 5.

Notes that high-quality early learning provides approximately $10 in return for every $1 invested through improved education outcomes and reduced health and crime costs.

Acknowledges Delaware's progress in developmental screening, early learning provider quality ratings, literacy campaigns, home visiting programs, and workforce development efforts.

Calls for celebration of past accomplishments and renewed commitment to supporting Delaware's early childhood system as a shared responsibility benefiting children, families, communities, and economic development.
