Recognizes the 50th anniversary of Delaware's Equal Rights to Housing Act, which was signed into law by Governor Russell W. Peterson on April 25, 1969.

Acknowledges that the original act prohibited housing discrimination based on race, color, religion, and national origin, and has since been expanded to also prohibit discrimination based on creed, sex, marital status, familial status, source of income, age, sexual orientation, and disability.

Designates May 9, 2019 as a Celebration of a Day for Housing in Delaware dedicated to those working to address affordable housing, homelessness, and fair housing practices.

Notes that Delaware has the 15th highest rental housing costs in the nation and faces a shortage of 17,055 affordable units for households earning at or below 50 percent of Area Median Income.

Highlights ongoing housing challenges including approximately 70 percent of low-income households spending more than 50 percent of monthly income on housing, and more than 1,000 people experiencing homelessness each night.
