Creates a 27-member Task Force to investigate the cost of special education in Delaware and identify reasons for rising units and funding.

Task Force membership includes legislators from both chambers, school administrators, special education coordinators, charter school representatives, teachers, parents, and representatives from multiple state agencies including Education, Health and Social Services, and Office of Management and Budget.

Task Force shall define causes of recent increases in special education units and funding, study funding issues for district and charter schools, and recommend cost efficiency strategies.

Task Force shall recommend standards and oversight measures to ensure programs and services are delivered in a cost-efficient manner while improving outcomes for students with disabilities.

Delaware Department of Education shall provide staff support and Task Force must submit findings and recommendations to the General Assembly by April 1, 2020.
