Delaware applies to Congress under Article V of the U.S. Constitution to call a constitutional convention for the exclusive purpose of proposing an amendment to address the Supreme Court's Citizens United v. Federal Election Commission (2010) decision and related rulings on campaign finance

The resolution cites concerns that unlimited independent political spending has allowed powerful economic forces to exert unjust influence over elections, undermining the people's ability to choose political leadership

Convention delegates would be comprised equally of individuals currently elected to state and local office or selected by election in each Congressional district; former or current federal officeholders are prohibited from serving as delegates

The application is intended as a continuing application alongside similar resolutions passed by Vermont, California, Illinois, New Jersey, and Rhode Island until two-thirds of states apply and Congress calls the convention

The Chief Clerk of the House is directed to send copies to all state governors, legislative presiding officers, the U.S. Archivist, and members of the Delaware Congressional Delegation
