Creates a task force to study recruitment and retention strategies for Delaware's volunteer firefighters, which currently number over 7,000 volunteers statewide.

Task force composition includes three representatives from the Delaware Volunteer Firefighters Association (one per county), three state legislators (one per county from each chamber), and representatives from the Governor's Office, Department of Health and Social Services, Department of Safety and Homeland Security, Department of Education, State Fire Prevention Commission, and Delaware State Chamber of Commerce.

Task force members shall elect a Chair and Vice Chair and may consult external experts as needed to accomplish its mission.

Task force shall submit findings and recommendations to the Governor, General Assembly, and Delaware Volunteer Firefighters Association on or before January 1, 2020.

State Office of Volunteerism shall provide staff support and administrative assistance to the task force.
