Creates the Local Service Functions Task Force to review and propose revisions to Part II of Title 9 of the Delaware Code regarding New Castle County and municipal responsibility for local service functions.

Task Force composition includes 2 State Representatives (1 majority, 1 minority), 2 State Senators (1 majority, 1 minority), 3 municipal managers, 2 New Castle County representatives, 2 County Council members, 1 volunteer firefighter representative, and 1 municipal police representative.

Task Force must examine county budgeting of local service functions expenditures and how tax rates are established for municipalities performing local service functions, using criteria of simplicity, transparency, fairness to taxpayers, and accuracy of costs and benefits.

Task Force must review and evaluate alternatives to the local service functions budget, including practices from other states for coordinating county and municipal services.

Task Force must hold its first meeting by August 31, 2019, and submit a final report with findings and recommendations to legislative leadership by December 31, 2019; New Castle County is responsible for hosting meetings and providing support staff.
