Establishes a 17-member Pharmacy Reimbursement Task Force to study PBM reimbursement practices affecting Delaware pharmacies and health care plans including Medicare, Medicaid, and the State's employee health care plan.

Task Force charged with investigating disparities in PBM reimbursement rates between independent pharmacies and chain or PBM-owned pharmacies, and examining best practices and laws from other states addressing PBM concerns.

Membership includes 9 ex-officio members from state agencies and legislative committees, plus representatives from chain pharmacies, independent pharmacies, health insurers, managed care organizations, hospitals, and pharmacy benefit managers.

Chair of House Economic Development, Banking, Insurance, and Commerce Committee serves as chair; Chair of Senate Banking, Business, and Insurance Committee serves as co-chair.

Task Force must hold first meeting no later than September 15, 2019, meet monthly, and submit final report with findings and recommendations to the General Assembly and Governor by December 15, 2019.
