Requests the Division of Research, Office of Management and Budget, and Delaware Department of Technology & Information form a working group to create a plan for streaming live audio and video of all General Assembly floor proceedings and public committee meetings.

Requires the plan to include equipment, software, infrastructure needs, training requirements, total project costs, and an implementation schedule for the streaming and archival system.

Specifies that the system should cover the House and Senate chambers plus all publicly accessible committee meeting spaces in Legislative Hall and the Tatnall Building, with emphasis on automated and user-friendly systems.

Mandates that public committee meetings not in equipped spaces be recorded and posted to a web-based archive within 24 hours of conclusion.

Requires the completed plan be delivered by January 15, 2021, to all 151st General Assembly members, the governor, and posted on the General Assembly website, with a request that the 151st Assembly vote to approve implementation and fund it through the state capital budget.
