Directs the Secretary of the Department of Transportation to report on the amount of funds needed to adequately repair and maintain subdivision streets within the Capital Transportation Program by December 7, 2020.

Report must be submitted to the President Pro Tempore of the Senate, Speaker of the House of Representatives, Controller General, Governor, and Director of the Office of Management and Budget.

Identifies that approximately 1,500 miles of subdivision streets exist in Delaware under the Department's responsibility, with 315 locations having poor pavement conditions but only $10 million appropriated to repair 76 of them.

Notes that subdivision streets rank low on the Department's Capital Transportation Program priority list and current funding is insufficient to meet repair and maintenance needs.

Requests the report address funding needs without reliance on the Community Transportation Fund, which was created in the mid-1980s to enable targeted repairs to subdivision streets.
