Recognizes Hattie Bernice Dabney Mishoe (July 24, 1914 – March 17, 2009) as the "First Lady" of Delaware State University for her dedication during her husband Dr. Luna Isaac Mishoe's 27-year tenure as president.

Credits Mrs. Mishoe with helping develop the University's first nursing degree program using her professional nursing background and experience.

Acknowledges her service to the University community through hosting students, providing meals to financially struggling students, and representing the university at events.

Notes her contributions to civil rights and community integration, including serving as Dover High School PTA president and helping facilitate enrollment of among the first African-American students at Dover High School.

Encourages Delaware State University to honor Mrs. Mishoe by naming a building on campus after her.
