Designates the Center for Environmental Monitoring and Analysis, operated under the State Climatologist at the University of Delaware, as the central data provider for the state

Establishes the Center's role in partnerships with the Delaware Department of Natural Resources and Environmental Control, Delaware Emergency Management Agency, Delaware Department of Transportation, and Delaware Department of Agriculture
