Direct the Behavioral Health Consortium to issue legislative and regulatory recommendations by January 31, 2020 to increase access to medication assisted treatment prescribers.

Recommendations must examine state law impediments and barriers to expanding the total number of buprenorphine prescribers among all providers permitted under federal law.

Plans shall address reimbursement for substance use disorder treatment, state-sponsored provider training and outreach, and amendments to the Medical Practice Act regarding physician assistant prescribing authority for buprenorphine.

Authorize physician assistants to prescribe buprenorphine regardless of their supervising physician's waiver status under federal law.
