Vacates the parkland dedication for approximately 0.22 acres of Tax Parcel No. 19-009.00-015 (Elsmere Open Space) in New Castle County.

Removes restrictions on permitted uses for the property, which is currently held in public trust under Delaware common law established by Anderson v. Mayor and Council of Wilmington (1958) and Lord v. City of Wilmington (1975).

Permits New Castle County to transfer the property in accordance with § 1521(e) of Title 9 after the parkland dedication is vacated.

Property consists of approximately 3.13 acres of undeveloped land zoned General Industrial; the vacated portion is plagued by illegal dumping and functions as a nuisance rather than public parkland.

Designated to advance legitimate government interests including the health, safety, and welfare of Delaware residents by removing an unmaintainable, problem area from the county's parkland portfolio.
