Celebrates the 40th anniversary of the Taiwan Relations Act, signed into law on April 10, 1979, which codified close US-Taiwan relations and serves as the foundation for bilateral bonds.

Endorses Taiwan's efforts to secure a bilateral trade agreement with the United States to boost Delaware exports and increase Taiwanese investment in the state.

Reaffirms Delaware's commitment to strengthening its sister-state relationship with Taiwan, which has existed since September 12, 2000, and generated nearly $193.6 million in bilateral trade in 2017.

Supports Taiwan's meaningful participation in international organizations including the World Health Organization (WHO), International Civil Aviation Organization (ICAO), United Nations Framework Convention on Climate Change (UNFCCC), and INTERPOL.

Commends Taiwan as a vibrant democracy and affirms that the US-Taiwan partnership is based on shared values of freedom, democracy, human rights, and free market principles.
