Recognizes the importance of Holocaust and genocide education for students in Delaware, noting that the Holocaust killed more than 12 million civilians from 1939-1945, including 6 million Jewish people and 1 million Jewish children.

Encourages Delaware teachers to include instruction on the Holocaust and genocide in their classrooms to teach lessons about the dangers of hatred, discrimination, and indifference.

Encourages teachers to apply for Holocaust education grants of up to $2,000 per year through the Arnold D. Kerr Holocaust Education Endowment Fund, available for school years 2019-2020 and the three consecutive years thereafter.

References other historical genocides including those against Native Americans, Armenians, Ukrainians, Cambodians, Africans, the Irish, and Rohingya Muslims as part of broader genocide education.

Directs the House Chief Clerk to send copies of the resolution to the Department of Education, local school districts, and charter schools to inform them of the House's position on Holocaust and genocide instruction.
