Establishes temporary rules for the Delaware House of Representatives during the 150th General Assembly covering procedures for convening, committee operations, bill processing, and member conduct.

Requires the House to meet Tuesdays, Wednesdays, and Thursdays at 2:00 PM with a quorum of 21 members; includes procedures for roll calls, order of business, and messages from the Senate or Governor.

Creates 22 standing committees (Agriculture, Appropriations, Education, Judiciary, etc.) appointed by the Speaker; establishes committee procedures including deliberation requirements, meeting times, and 12-day action deadlines on bills.

Specifies rules for bill introduction, amendments, fiscal notes, and voting requirements; bills must be read on two different legislative days unless majority votes otherwise or bill is on consent calendar.

Establishes Ethics Committee procedures for investigating member violations of legislative conduct rules including conflicts of interest, bribery, gratuities, and campaign finance violations; includes anti-harassment policy with formal and informal complaint procedures and mandatory training.
