Designates April 28, 2019, as Workers Memorial Day in Delaware, honoring workers killed or injured on the job.

Acknowledges that 5,147 workers were killed on the job in 2017 according to U.S. Bureau of Labor Statistics, despite OSHA's creation on April 28, 1971.

Supports the federal Protecting America's Workers Act to expand OSHA protections, increase penalties for safety violations, and strengthen anti-retaliation protections.

Encourages focus on safety for Latino and immigrant workers who face greater risk of death and injury in the workplace.

Directs the House Chief Clerk to send copies of the resolution to the AFL-CIO, Delaware Department of Labor, and AFSCME Council 81.
