4-H operates as the largest youth development organization in the world with over 6 million youth, focusing on practical, hands-on learning for ages 5-19.

The organization's three national mandates are science and technology, healthy living, and citizenship, guided by four essential elements: mastery, belonging, independence, and generosity.

Delaware's first 4-H club, the Houston Cardinals, was established in 1914, over 100 years before this resolution.
