Removes 14 specific fentanyl analogue substances from Schedule I (items 46-59) that were individually listed by chemical name.

Replaces those specific fentanyl analogues with a comprehensive catch-all provision covering any fentanyl-related substance structurally similar to fentanyl through six categories of modifications: replacement of phenyl groups, substitutions in the phenethyl group, substitutions in the piperidine ring, replacement of the aniline ring, replacement of the N-propionyl group, or any other modifications.

Addresses the opioid epidemic in Delaware by closing gaps in the state's drug scheduling law to cover continuously emerging illicit fentanyl analogues that manufacturers create to circumvent existing prohibitions.

Aligns Delaware law with federal Drug Enforcement Administration language and scheduling practices for fentanyl-related substances.

Contains no impact on legal medical manufacture and use of fentanyl.
