Amends Delaware Stars for Early Success quality rating system to require Department of Education ensure standards are consistent with Office of Child Care Licensing regulations.

Moves Office of Child Care Licensing from Department of Services for Children, Youth and Their Families to Department of Education.

Establishes Provider Advisory Board within Office of Child Care Licensing consisting of 7 members appointed by Governor, including family child care home providers and day care center directors/owners from each county and Wilmington.

Provider Advisory Board serves in advisory capacity regarding adoption and amendment of rules and regulations for early care and education and school-age centers, with at least one member from a Boys and Girls Club.

Codifies child care licensing procedures including application requirements, licensure standards, investigation procedures, due process provisions, hearing procedures, emergency suspension authority, and civil penalties up to $100 per violation.
