Clarifies that Probation Before Judgment (PBJ) may be applied to multiple charges arising from a single arrest.

Modifies eligibility restrictions to allow defendants to receive PBJ more than once within a 5-year period if the offenses involve different titles of the Delaware Code (e.g., a Title 21 offense and a Title 11 offense).

Adds new ineligibility criterion prohibiting PBJ for defendants charged with motor vehicle offenses who hold a commercial driver's license (CDL).

Changes language in subsection (d) from "any offense" to "involving the same title" to clarify the 5-year waiting period applies only to repeat offenses under the same code title.

Makes technical clarifications to existing PBJ requirements regarding consent, conditions, and procedures for admission and violation determinations.
