Restructures the Architectural Accessibility Board composition to consist of 9 voting members appointed by the Governor, including an architect, engineer, contractor, attorney, four individuals with disabilities (at least one wheelchair user), and one public member with disability-related experience.

Changes ex officio members from permanent voting positions to advisory positions that may be requested by the Board chair as needed, eliminating automatic membership for department secretaries and other officials.

Establishes a four-year term for voting members with staggered initial terms to prevent simultaneous expirations; allows Governor to appoint a chair and to remove members for gross inefficiency, misfeasance, or neglect of duty (including absence from 3 consecutive meetings or less than 50% attendance in a calendar year).

Requires public hearings and majority vote of voting Board members before promulgating accessibility standards and waiver regulations, replacing the previous process.

Updates mandatory meeting frequency from "at least once every 2 months" to "at least once every 2 months" with flexibility for more frequent meetings, and maintains a quorum requirement of 5 voting members; modernizes statutory language throughout for consistency with current legislative drafting standards.
