Removes political party balance requirements that previously mandated 3-4 members from one major party and 2-3 from the other party on the Advisory Council to the Division of Developmental Disabilities Services.

Changes appointment terms from fixed 3-year terms to "up to" 3 years, allowing the Governor to appoint members for varying lengths to stagger term expirations and ensure no more than 3 members' terms expire in any given year.

Simplifies vacancy procedures by allowing replacement appointments to fill the remainder of an unexpired term rather than requiring full 3-year appointments.

Establishes quorum requirement as a majority of appointed members and defines member removal grounds to include gross inefficiency, misfeasance, nonfeasance, malfeasance, neglect of duty, or attendance of less than 50% of meetings in a calendar year.

Updates council leadership procedures to require annual election of a chair from among members, replacing the previous one-year term language.
