Reduces party balance requirement for Governor-appointed members to a maximum of 4 members from one political party, eliminating previous complex distribution rules for all Council members.

Modifies Council member appointment and term structure: Governor appoints 7 members (with terms up to 3 years), President Pro Tempore of Senate appoints 1 member, and Speaker of House appoints 1 member; members appointed by legislature serve at pleasure of their appointing authorities.

Changes quorum requirement from 5 of 9 members to a majority of members present, with vacant positions not counted toward quorum.

Repeals provisions regarding appointment of members to fill vacancies and reappointment limits, replacing with simpler vacancy procedures allowing Governor to remove members for misfeasance, malfeasance, neglect of duty, or extended absences.

Updates technical language regarding Council chair selection, meeting locations, member compensation, and remote participation methods to align with Delaware Legislative Drafting Manual standards.
